DTA SCOTLAND EVENTS PROGRAMME 2009-2010
DTAS ANNUAL CONFERENCE, 2010
The dates for the 2010 DTA Scotland Annual Conference have now been confirmed as 13-14th June. The conference will be held at the MacDonald Highland Resort in Aviemore. This is the main opportunity in the year for new and existing development trusts to get together at a national level, share information and expertise and generally inspire each other, so make sure that you don’t miss out on the conference by putting the dates in your diary now. A full programme will be made available within the next few weeks.
BUILDING DESIGN PROJECTS STUDY TOUR
Date: Saturday 20 March 2010
Venue: Glasgow
DTA Scotland and the Glass -House (a national community led design organisation) are organising a FREE study tour to two inspiring community buildings in Glasgow. This is a one day event for development trusts who are at an early stage in developing building projects in their neighbourhood. The study tour will visit The Castlemilk Stables which have been converted from semi derelict stables to a fantastic community facility and office space by the Cassiltoun Housing Association, and The Hub, which is a new build conceived by Wellhouse Community Trust. During the tour you will hear from the host groups about their experiences with their building projects and have the opportunity to take away design ideas, ask questions and gain insight into the design process. There will also be an independent architect on hand to answer any of your design queries. The session is free, however because it involves transport places are limited.

ACQUIRING BUSINESS 4 GOOD – GETTING READY TO BUY

Social Firms Scotland, in partnership with the DTA Scotland, are running this seminar for existing and emerging social businesses and community enterprises. It will introduce the acquisition of an existing business as a method of growth and achieving community benefit/social impact. It is part of the Acquiring Business 4 Good Programme, a programme managed by Social Firms Scotland and funded by the Big Lottery Fund. This is a national pilot programme working across Scotland to facilitate the purchase of privates businesses and their conversion into social or community enterprises.

Sink or Swim: The Future of Community Owned Leisure Facilities
Argyll & Bute Social Enterprise Network
Date: 11 & 12 March
Venue: Oban
Sink or Swim is the first ever national conference for community enterprises that run swimming pools or leisure centres. An increasing number of community enterprises are running swimming pools and leisure centres; but with cutbacks in local authority spending, a squeeze on other funders and high energy costs, what does the future hold for these community-based organisations?
This event will include a range of topclass speakers, training workshops, case studies and a visit to Atlantis Leisure (a community enterprise) as well as exhibitions and displays from national agencies which can help you in different ways with the development of your social enterprise. Plus, of course, the chance to talk to, exchange ideas and network with others running similar ventures.
The Conference is FREE to social enterprises representatives, (£20 per day for local authority and publicly funded agency delegates). For those social enterprises that need some financial assistance, bursaries are available to cover some travel and subsistence costs.

He is currently Convenor of Parliament’s Transport, Infrastructure and Climate Change Committee, giving him the opportunity to help lead the scrutiny of the Climate Change Bill. Patrick will be able to set the context for the bigger picture into which we all fit.
More Than Recycling 2010 will welcome Leslie Wilson, a leading environmentalist from Carver County in Minnesota who will be sharing her experiences in promoting and implementing a model of product stewardship (also known as extended producer responsibility) in the US.

Community Energy Conference
East Renfrewshire Community Enterprise Trust & Community Energy Scotland

This conference will focus on the various support mechanisms – available both locally in East Renfrewshire and nationally – that may be available to communities to develop their projects.
But, most importantly, the day will be brought to life through presentations from communities throughout Scotland who have undertaken, or are presently undertaking, their own community renewable energy projects and who have kindly agreed to share the benefit of their experience.
You can also register in advance to attend a surgery on the day with a CES representative: this is available for anyone who has been thinking about a community energy project, and who feel they need specific support or advice to take their idea forward.

Financial Management Training

CEiS and partners are running free of charge financial management training workshops across Scotland, to address the varying needs of:
• Senior managers, trustees and board members of Third Sector organisations with little or no finance training
• Senior staff working in Third Sector organisations who may manage budgets but have limited financial training
• Those within Third Sector organisations who have significant financial responsibilities
The aim of the training is to significantly improve the capacity of Third Sector organisations to control finances and engage in high quality financial planning.
These interactive workshops will use a participative process with worked examples based on previous experiences in the sector, appropriate learning from the wider commercial sector and the experience of the Business Advisers involved in the training delivery, allowing the participants to contribute and share ideas and experiences. They will offer a mixture of class based activity, participative learning exercises and peer learning. Alternatively courses 1 & 2 are available online.
The training will be offered at three levels to ensure the expectations and needs of each participant are addressed.

Participatory Appraisal Workshops
The University of Edinburgh
Dates: 26th – 30th April 2010 or 6th – 10th September 2010

Participatory Appraisal (PA) is highly regarded as a valuable tool for providing structures and processes to enable local people to identify their own priorities and make their own decisions about the future. There are many applications of PA, including natural resource management, programmes for the poor, health and food security in both rural and urban situations.
The workshop consists of 5 intensive days of training concentrating on the practical applications of PA and include a placement towards the end of the week to put the skills learned into practice. Previous placements have taken place with the Bilston Wood Community Project and the Woodland Trust Scotland. The September 2009 workshop placement will take place in a community setting in South East Edinburgh.
The cost of the workshop is £575 (volunteer rate £375 by special application) which includes all tuition costs, in-course transport, documentation, refreshments and light lunch on four days.

Ore Valley Housing Association and partners win “Excellence in Regeneration” Award
12th February 2010
Ore Valley Housing Association and its subsidiary Fife HARCA Ltd. have been awarded the Chartered Institute of Housing Scotland's Excellence in Regeneration Award for 2010.
Along with partners Fife Council, Dearle and Henderson Architects and the Lochgelly Regeneration Forum, OVHA has been heavily involved in the regeneration of Lochgelly including the provision of new mainstream and amenity housing, new sheltered housing and the refurbishment of existing stock. The regeneration also includes a major community project housed in the former Lochgelly Miner's Institute as well as a new Business Centre for start-up businesses.
The Award will be presented by Alex Neil MSP, Minister for Housing and Communities at the CIH Scotland Annual Conference and Exhibition in Glasgow in March.
Andrew Saunders Director of Ore Valley Housing Association and its subsidiary Fife HARCA, commented: "In all of our work in Lochgelly we have tried to address the issues which are important to local people. It has been a pleasure working with the dedicated community in Lochgelly and we look forward to working with local people in the years to come on the continuing and emerging challenges facing the town."
Alan Ferguson, Director of CIH Scotland and part of the judging panel said: "This project demonstrated a series of well connected projects dealing with housing, employment, business and community concerns. There is evidence of mature partnership working with strong community input and leadership across all activities. Lochgelly is a well deserved winner and has been successful in improving quality and choice of housing through to community facilities to the public realm."
Eileen Eisdeal wins Scottish Gas Green Streets award
December 2009
Eileen Eisdeal (Easdale Island Trust) has made it to the final shortlist of projects that will receive a slice of a £2 million funding pot as part of the Scottish Gas Green Streets programme. Nearly 100 projects submitted detailed applications for funding. Easdale Island is one of 14 projects from across the UK who made the shortlist and one of only two in Scotland. The project crowned Britain’s greenest community after a year stands to win a further £100,000 in funding from Scottish Gas.
The Trust has applied for funding to install a wind turbine adjacent to the Community Hall and Folk Museum, and a ground source heat pump that will use sea water to power several community buildings. It plans to engage with all the residents in the village on the project, and carry out both energy efficiency improvements and renewable energy installations. The first community consultation event, to be held on 15th January, will include amongst others Jim Mather, MSP for Argyll & Bute, as speaker.
Chair of Easdale Island, Keren Cafferty commented on the achievement:
“We think a combination of energy saving, community energy and Scottish Gas will make this project a blazing success.”
Jim Mather MSP said:
“This is yet another great example of local people coming together in common cause, making things happen and triggering resource to aid their efforts. It will do Easdale good and it can do many other parts of Argyll & Bute good by simply following the model of Easdale, Tarbert and other places, where community projects are being tackled and positive transformation being achieved."
Sleat Community Trust is finalist in Social Enterprise Scotland Awards
Our congratulations also go to Sleat Community Trust who were a well deserved finalist within the ‘Small Social Enterprise of the Year’ category at the recent Social Enterprise Scotland Awards. The presentation ceremony of this inaugural event, organised by the SSEC, was held in the Scottish Parliament.

Community Powerdown
'Community Powerdown' is a consortium of 27 community groups brought together by DTA Scotland and Community Energy Scotland, to enable these communities to access funding, information and training to help them address climate change by reducing their carbon emissions. In January 2009, the consortium received over £1,494,000 from the Scottish Government's Climate Challenge Fund, the largest award to date.
Following the appointment of Helen Houston as Powerdown Co-ordinator, the first networking event for all Community Powerdown consortium members was held in Birnham over the 13th and 14th May. The event was very successful and galvanised everyone involved to continue to develop and progress their own community’s plans to reduce carbon emissions. Powerdown officers have now been recruited in each of the participating communities. A Community Powerdown website is now live and can be accessed at www.communitypowerdown.org.uk
At this stage there are no firm plans for another Community Powerdown, but any interested development trusts should consider their own application to the Climate Challenge Fund - click here for more information on the Fund.

Land Reform Campaign
Over 30 people recently attended the first in a series of 4 seminars being organised around various aspects of land reform, which took place in the Tolbooth, Stirling. Andy Wightman, independent writer and campaigner delivered the keynote address at the event, which was organised by Local People Leading and chaired by DTAS. An account of the meeting can be accessed via the local People Leading website. The programme of seminars is part of a campaign to: raise various issues of concern around the operation and scope of the Community Right to Buy legislation; support and extend the community ownership of land and; generally press for a review of progress on land reform in Scotland. DTAS is committed to playing a prominent role in this campaign, in addition to raising the specific issues raised by members at all available opportunities.

The Scottish Government's Community Assets Branch has recently published revised guidance on using Part 2 of the Land Reform (Scotland) Act 2003 (Community right to buy provisions). For an electronic copy click here.
The Scottish Government have also produced a Rural Communities Mapping Tool, designed to help Community Bodies identify their communities. It can be used to identify areas of excluded land, postcode units and sectors and settlement areas. The Mapping Tool is available on-line by clicking here

DTAS RESPONSES TO GOVERNMENT CONSULTATIONS back to top
Department of Energy & Climate Change
Thanks to those members with operational renewable energy schemes who took time to feed into our response to the DECC's recent consultation on creating a secure low carbon electricity network for the UK. This provided a good opprotunity to raise awareness of the huge potential that renewable energy holds for community enterprise, as well as the barriers to capitalising on this across Scotland. Big Lottery Fund in Scotland
Thanks to those members who took the time to comment on the draft DTAS response to the recent Lottery consultation. On the basis of the responses received the DTAS Board decided to submit two consultation responses – one focusing on the wider policy issues, and one focusing on GCA operational issues. These responses can be downloaded from the members download area of the website.
Disposal of public assets
In 2004 the Scottish Executive carried out a consultation to establish views on the transfer of publicly owned assets into community ownership at less than market value.Click here for DTAS response. In 2007 a second consultation was carried out to gather views on the upper limit to the 'undervalue' (the difference between market and transfer value) above which Ministerial consent must be given. Planning Bill- Advice Note on Community Engagement
The new Planning Bill is expected to receive Royal Assent within the the next month. One of the most contentious areas is the removal of the third party right of appeal which means that community input around planning applications in the future will have to be much more proactive in nature than it has been to date. For this reason the current consultation on the proposed Planning Advice Note on Community Engagement which closes on 13th October is important. DTAS plans to submit the following as its formal response on that date. Members are asked either to submit any comments prior to that date or use it to assist in the formulation of their own submission. Click here.

*Advice on employment law and dispute resolution is available via a telephone helpline service only. DTAS members will be able to receive a one-off advice session (lasting up to one hour) on any particular employment or dispute resolution matter – any further advice or work relating to the same or a similar matter will be chargeable.

• free VAT advice
This service has been provided by Deloittes and offers free advice on any matters relating to VAT. Each call to the helpline will be free for approximately 15 minutes, after which a recommendation as to a way forward will be made (and a fee quote provided for any further work that is thought necessary). In addition, a free meeting with a VAT specialist is also being offered. This will consist of an initial telephone call to gain some background information on the member’s activities. The meeting will then be held at the member’s premises during which a more detailed discussion can be held as to any VAT implication or opportunities that appear relevant. Advice on the helpline and meetings would be provided by one of the Deloitte staff team who specialise in the provision of VAT advice to DTA members.
