NEWS FROM ACCROSS THE COMMUNITY SECTOR
STONEHOUSE DT GAINS FUNDING FOR COMMUNITY GARDENS
STONEHOUSE is to benefit from a large-scale makeover with the proceeds of a £135,000 grant awarded earlier this month.The money, provided by Scottish Community Foundation, will be used to create an accessible community garden in the heart of the village. Stonehouse Brighter Village and Stonehouse Development Trust worked together on plans for the development which will include a paved area, planting, seating and extra parking spaces. As well as being fully wheelchair accessible, the garden will feature planting that can be enjoyed by those suffering from sensory deprivation. The grant will be used to carry out phase one of the project, which will include all major development work. Bill Craw, chairman of development trust and board member of Stonehouse Brighter Village, said: “This is great news for Stonehouse.“It is the result of a close working relationship between the brighter village project and Stonehouse Development Trust with the support of the community council.“The facilities that will be developed at the heart of the village will enrich and strengthen the bonds of community which already exist in Stonehouse.”
CONGRATULATIONS TO ARROCHAR & TARBET COMMUNITY DEVELOPMENT TRUST
Congratulations to Arrochar & Tarbet Community Development Trust who have now raised all the funding needed to build their new community centre, next to their existing Pit Stop Dinner cafe. They have put the construction contract out to tender and have now received responses back. So work should be starting on site in the very near future. The Trust has also secured three years' revenue costs, which will pay for a Campus Manager who will be responsible for making the campus self-sustaining.
CONGRATULATIONS TO RENTON COMMUNITY DEVELOPMENT TRUST
Following negotiations with West Dunbartonshire Council, Renton Community Development Trust has now secured ownership of the former community education centre on Renton's Main Street. This will be named Ma Centre. It will house childcare, elderly day care, a Foyer style restaurant, conferencing facilities, and a small theatre. The land is adjacent to the River Leven and as such there are opportunities to create berthing facilities - RCDT anticipate this will provide a ready market for the restaurant and theatre. Land behind the building is also included in the transfer and RCDT plan to build a new sports centre there. The property was valued at £115,000 and transferred to RCDT for £1.

LAND REFORM (SCOTLAND) ACT: COMMUNTY RIGHT TO BUY It has become evident that Community Bodies are encountering difficulties when attempting to complete applicaition forms to register community interest in land to the satisfaction of Scottish Ministers. In response to this Andy Wightman, one of Scotland's leading authorities on landownership and land reform, has prepared a model application form together with notes to assist with the process. Planning Bill- Advice Note on Community Engagement
The new Planning Bill is expected to receive Royal Assent within the the next month. One of the most contentious areas is the removal of the third party right of appeal which means that community input around planning applications in the future will have to be much more proactive in nature than it has been to date. For this reason the current consultation on the proposed Planning Advice Note on Community Engagement which closes on 13th October is important. DTAS plans to submit the following as its formal response on that date. Members are asked either to submit any comments prior to that date or use it to assist in the formulation of their own submission. Click here.

Disposal of public assets
In 2004 the Treasury announced new guidelines which enabled publicly owned assets to be transferred into community ownership at less than market value if community benefit could be established. • VAT advice
This service has been provided by Deloittes and offers free advice on any matters relating to VAT. Each call to the helpline will be free for approximately 15 minutes, after which a recommendation as to a way forward will be made (and a fee quote provided for any further work that is thought necessary). In addition, a free meeting with a VAT specialist is also being offered. This will consist of an initial telephone call to gain some background information on the member’s activities. The meeting will then be held at the member’s premises during which a more detailed discussion can be held as to any VAT implication or opportunities that appear relevant. Advice on the helpline and meetings would be provided by one of the Deloitte staff team who specialise in the provision of VAT advice to DTA members.
